Nether Providence Police Chief Brings High Standards to His New Role

David Splain, the police chief of Nether Providence, hopes he can make a difference as the new president of the Pennsylvania Chiefs of Police Association, writes Dann Cuellar for 6abc.

Splain has 37 years of experience in law enforcement, including nine years as Nether Providence police chief.

“What motivated me to get into law enforcement was the ability to help people. I’ve always wanted to help people,” said Splain.

He will be working to improve policing and community relations statewide.

“In the last two years, law enforcement has really taken a beating,” said Splain.

Recognizing that the relationship between police and some communities is poor, he will be holding Pennsylvania’s police departments to the highest standards, while also focusing on training, education and embracing technology, like body cameras and dash cams in patrol cars. 

Splain was a rookie cop in Yeadon back in 1990 when the department was the first in Pennsylvania to install a dashcam.

“The public is craving accountability and transparency,” he said.

He will also push to have federal and state legislators help finance the technology for those police departments that can’t afford it.
