Full-Time Behavioral Health Liaison

The Behavioral Health Liaison will be embedded with the Coatesville Police Department, leading the proposed diversion services, providing case management support, and assisting in developing training sessions for the criminal justice system, the behavioral health system, and community partners.


Duties & Responsibilities:
• At the request of the Coatesville Police Department, responding on-scene to incidents involving people with suspected opioid use disorder to encourage them to enroll in treatment services.
• Performing outreach following police incidents involving individuals with suspected OUD and co-occurring disorders to encourage and motivate residents to enroll in treatment.
• Working with the justice system to help encourage individuals who have been arrested on opioid-related charges to pursue treatment to prevent further involvement in the justice system.
• Performing intensive outreach to individuals who have survived multiple overdoses to encourage and motivate them to enroll in treatment services and connect them to community resources to address their co-occurring disorders and the underlying challenges that contribute to their OUD. • Providing case management support for individuals engaged in diversion services to assist them in accessing supportive services and community resources.  • Linking family members of individuals with OUD to community resources that will help to strengthen their formal support network to address the family’s needs and aid in their loved one’s recovery. • Serving as a community connector to facilitate and strengthen communication between the justice system and behavioral health system.
• Assisting in the development and facilitation of trainings related to OUD, SUD, trauma-informed practices, improving system collaboration, and improving outcomes for individuals with OUD.
• Participating in ongoing data collection, evaluation, and continuous program improvement.


Education & Experience:  

  •  Master’s degree in social work, counseling, or a similar field.
  •  Licensed in Pennsylvania, preferred.
  • Trained as a Certified Clinical Trauma Professional (CCTP)
  • Experience serving individuals with opioid use disorder and/or substance use disorder.
  • Experience serving individuals with co-occurring disorders strongly preferred.
  •  Knowledge of the criminal justice system is preferred.
  • Lived experience with OUD or SUD, or having been impacted by the justice system, preferred
  •  Experience in crisis intervention.
  •  Experience building and strengthening community relationships.
  •  Bilingual in English and Spanish, strongly preferred.

Full-Time Co-Responding Counselor

The role of a Co-Responding Counselor in partnership with law enforcement is a vital step in addressing a broad range of crises within the community.

By integrating skilled professionals into police response teams, this approach offers several benefits, including providing compassionate, proactive support for individuals experiencing mental health challenges, domestic violence, substance abuse issues, or other crises.

This partnership with the Upper Merion Police Department in King of Prussia ensures that law enforcement is equipped with the expertise necessary to manage these situations effectively while connecting individuals and families with the resources they need to achieve stability.

Duties & Responsibilities:
• Provide Crisis Intervention: Respond alongside law enforcement (or follow up after the scene has been deemed safe) to calls involving mental health crises, domestic violence, substance abuse, and other non-criminal matters. Use de-escalation and assessment skills to manage crisis situations, reduce risk, and stabilize individuals in distress.
• Conduct On-Site Assessments: Perform evaluations in the field to determine individuals’ needs—whether mental health, safety, or substance abuse-related—and recommend appropriate interventions, including referrals to services, hospitalization, or other supports.
• Facilitate Connections to Community Resources: Act as a bridge between law enforcement and local agencies, connecting individuals and families to long-term support, community-based resources, and social services to promote stability and reduce repeat encounters with law enforcement.
• Case Management and Follow-Up: Provide ongoing case management as needed to ensure individuals and families successfully engage with referred resources, addressing any barriers to accessing services.
• Collaborate with Law Enforcement and Community Partners: Work closely with officers, social service agencies, and community organizations to develop and implement strategies for addressing complex crises.
• Document and Evaluate Interventions: Maintain clear and accurate records of all interactions, assessments, and follow-up activities to support continuity of care and inform program evaluation efforts.

Education & Experience:

Full-Time English Language Learner Teacher

The ELL Teacher provides academic instruction and socioemotional support to 
at-risk youth, grades 7-12, in an alternative school setting in the Chester-Upland School District.

In an open, small classroom environment, the teacher must demonstrate a high degree of flexibility in serving the individualized instructional needs of the students assigned to the class.

The Teacher must be able to work in a team environment with other educators, special education staff, counselors, and social 
workers. The Teacher should possess a high degree of authenticity, kindness, and empathy while effectively maintaining a classroom atmosphere conducive to academic and socioemotional growth.

The ELL Teacher helps students learning English as an additional language by providing instruction, collaborating with other educators, assessing progress, and ensuring compliance with educational regulations.

Duties & Responsibilities

Facilitate Learning
o Develop a classroom culture where the Teacher is viewed as a “facilitator” of the learning process and not a “lecturer.”
o Plans, prepares, and implements lesson plans that facilitate active learning.
o Provides personalized support to each student to develop learning plans that match each student’s needs and abilities
o Utilizes Project-Based Learning (PBL) techniques.
o Leverages technology to support and differentiate instruction.
o Develops a multi-sensory learning environment.
o Teach English language development lessons.
o Work with classroom teachers and specialists to support ELL students. o Assess student progress using tests and evaluations.
o Advocate for ELL students and act as a liaison between the school and families.
o Complete required documentation for compliance with regulations.

Facilitate Socioemotional Development
o Provides diverse opportunities to develop and enhance students’ social and emotional skills.
o Promotes the overall wellness (physical, mental, social, emotional) of each student.

Conduct Assessments
o Assigns and grades classwork, homework, test and assignments.
o Monitors the progress of individual students and uses information to adjust facilitation strategies.
o Maintains accurate and complete records of students’ progress.
Develop Positive Classroom Culture
o Builds positive, compassionate classroom communities that engage learners.
o Implements evidenced based classroom management and positive behavior support strategies.

Other Duties
o Actively participates in department, school, district, and parent meetings.
o Initiates and maintains close contact with parents/guardians of each student.
o Communicates information regularly to students, parents, and districts regarding student progress and the students’ needs.
o Updates all necessary records accurately and completely as required by laws, district policies, and school regulations.
o Assesses, records, and reports on the development, progress, goal attainment, and behavior of students.
o Attends meetings as scheduled and necessary with counselors, other staff, and other members of the Public-School District.
