Christine Coulter has retired after 30 years of work with the Philadelphia Police Department. This includes a six-month stint as the first woman to lead the department as Acting Police Commissioner.

Christine Coulter has retired after 30 years of work with the Philadelphia Police Department. This includes a six-month stint as the first woman to lead the department as Acting Police Commissioner.

Christine Coulter, who served six months as acting Philadelphia Police Commissioner in 2019 and 2020, has retired after more than 30 years in the department, writes Kristen Johanson for KYW Newsradio

She served most of her tenure at the department as Deputy Police Commissioner.

In August 2019, when former Philadelphia Police Commissioner Richard Ross resigned, Coulter was named as Acting Police Commissioner. Her appointment was historic, as she was the first woman to ever lead the department.

She remained in the interim role for about six months, until Danielle Outlaw was appointed to the role by former Mayor Jim Kenney.

Prior to that, Coulter served on patrol, narcotics, intelligence, and investigations, among other special units. 

Coulter is a graduate of Frankford High School, and also taught criminal justice and public safety courses at St. Joseph’s University, where she also received a master’s degree in public safety.
