Audit Released Thursday in Upper Darby Over Rescue Plan Funds

A forensic investigation audit into Upper Darby finances will be released Thursday evening during a town meeting hosted by Upper Darby Mayor Barbarann Keefer, writes Pete Bannan for the Daily Times.

The audit by Marcum LLP was requested by the township when questions arose about the management and accounting of Upper Darby’s $20.8 million 2021 portion of American Rescue Plan Act funds.

 “The accusations by some members of Council regarding ARPA funding awarded to Upper Darby have created an unfortunate atmosphere of mistrust and polarization for our community,” Keffer said in a press release.

Keffer said no evidence has been presented to substantiate the accusations, and she hoped a highly respected independent third party like Marcum LLP will help put an end to concerns.

A majority of Council members asked for a separate investigation into the status of the ARPA funds between December and February when township funds were low.  That investigation is being conducted by the Mark Much Law Firm approved by council in an early April 6-5 vote.

Vice-President Laura Wentz (D-At-large) said the finance and appropriation committee is looking to allocate some of the ARPA funds but is delaying because of concerns some funds may be missing.
