A state House bill proposes to legalize marijuana

State Rep. David Delloso (D-Ridley Park), has introduced House Bill 1180 that would legalize marijuana in Pennsylvania and sell it through the existing Liquor Control Board’s State Store system, reports The Post-Journal.

The bill has the backing of 12 Democratic co-sponsors.

It now sits with the House Liquor Control Committee.

Under the bill, marijuana would be legal for those over 21.  Selling marijuana to minors and driving under the influence of marijuana would still be illegal.

 “In 2017, almost 21,000 adults in Pennsylvania were arrested for low-level cannabis possession charges,” Delloso wrote in his legislative memorandum. “The prosecution of these individuals cost Pennsylvania taxpayers $46 million.”

Legalizing it would generate a $1.66 billion industry, creating 18,000 jobs and millions in tax revenue, he said.

The Liquor Control Board would set prices and determine where retail cannabis stores would be located.

Facilities would be licensed to purchase marijuana and to manufacture, prepare, package and sell marijuana products to other manufacturers and retail marijuana stores.

Home growers could grow, process and transport up to six marijuana plants, but the product would not be available to the public.

It also has an expungement process for marijuana arrests.
