Delaware County Council Issues Emergency Declaration as County Copes With Flood, Storm Damage

Delaware County Council Chairman Brian Zidek has issued a Disaster Declaration in response to the damage across the county from high winds and flood waters delivered by Tropical Storm Isaias Tuesday.

The order will expedite relief efforts.

The county saw some of its worst flooding in years as the fast moving storm dumped six to eight inches of water on the region.

Delaware County officials responded to 250 emergency calls, most for water rescues, reports Anthony R. Wood, Erin McCarthy, Frank Kummer and Vinny Vella for The Philadelphia Inquirer.

Several people who were rescued from trapped cars suffered minor injuries, including bruises and cuts from broken glass, according to Timothy Boyce, the county’s director of emergency services.

The driving rains caused local creeks and streams to spill over.

People had to be evacuated from homes along Darby Creek and Cobbs Creek.

More than 100 households will likely be displaced from neighborhoods in Darby and Upper Darby because of flooding, Boyce said.

Evacuations are also expected in Chester, Boyce said, where Chester Creek crested at 17 feet, double its flood stage.

There was also some flooding into homes in neighborhoods around Brookhaven and Aston, Boyce said.

First Responders and Disaster Relief Teams worked throughout the night to ensure areas were safe and shelter provided to displaced families, according to a release from Delaware County’s public relations office.

Due to the pandemic, families displaced will not be moved to traditional shelters. Instead, he said, the county will help place them in hotels as quickly as possible.

Isaias also knocked out power in the region, affecting more than 300,000 PECO customers at the height of the storm in Delaware, Chester, Montgomery, Bucks and Philadelphia counties.
