Construction is under way on a $177.9 million project that will enable SEPTA to restore service on the Media/Elwyn Regional Rail Line from its current terminus at Elwyn Station to Wawa.
The passage of Act 89 has created a long-term funding solution for critical highway and transit infrastructure needs across the commonwealth. For the first time, this places SEPTA in a strong position to reinvest in and rebuild the system to provide safe, reliable service, while enhancing the travel experience for current and future customers by upgrading, rehabilitating, and replacing critical infrastructure.
An early action phase to stabilize embankments on sections of this line was completed in 2010. The next component of this three-mile service restoration involves significant infrastructure renewal, including retaining walls and the rehabilitation or replacement of track, catenary and structures, and signals.
Since work began at the end of August, crews have been working primarily between Lenni Road and Route 1/Baltimore Pike. Work has included site clearing and erosion and sediment controls, reconstruction of the Lenni Road grade crossing, the removal of the rail bridges over Chester Creek in the oxbow area, and utility relocation on and over the rail bridges.
Additionally, crews have been performing survey and soil borings at various locations on SEPTA’s right-of-way.
Site work between Lungren Road and Route 352 is slated to begin next week. Crews will begin tree and shrub removal, chipping (clearing & grubbing) activities, and installation of erosion and sediment controls, both on SEPTA’s right-of-way and on several private properties for which easements have been obtained.

The last component of this project, which is expected to be complete by 2021, is the construction of a new station, a 600-car parking deck, and an intermodal connection.
