While Marcus Hook took a major hit when the refinery closed three years ago, according to Delaware County officials there is hope for recovery, writes Jim Melwert for CBS Philly.

County Council members have unveiled Phase II of the study on the redevelopment of the site. The first phase began nearly four years ago, after Sunoco Logistics announced that it was shutting down the refinery.

“We wanted to be proactive after the Sunoco refinery was closing,” said Delaware County Councilman John McBlain.

McBlain added that as recommendations from the study are being implemented, the council is looking at Phase II, which calls for nearly $1.5 billion in capital improvements.

The development would create full-time and well-paid jobs for hundreds of men and women, which would be sustainable after the plants are built, according to McBlain.

In its revised recommendations, the study proposes a propane dehydrogenation plant that would turn propane into propylene, as demand for this is expected to rise by around five percent over the next five years.
