Clock Tower School at Former Glen Mills Site, Looking at September Opening

Clock Tower School, a residential facility for adjudicated youth at the former Glen Mills School campus, plans to start admitting students in September, writes Kenny Cooper for WHYY.

That schedule is in place even though the state has not yet authorized the school to teach students.

West Chester Area School District (WCASD), where the school is located, is legally responsible for educating its students, so the district is putting an educational program together for the school.

The district has been notified by Clock Tower that it will accept several students a month starting in September up to 25 students, according to Andrew Faust, legal counsel for WCASD.

Faust said West Chester is under an unnecessary time crunch because it took too long for Clock Tower and the state to notify them about the opening.

“We are attempting to staff up a program and get the appropriate materials and equipment in place, not knowing exactly where we’re going to be teaching and whom we’re going to be teaching,” Faust said.

Clock Tower has employees and one executive who worked at the former Glen Mills School. It has been criticized for its ties to the old school, which closed in 2019 amid abuse allegations.
