Independent Audit Finds No Misuse of Rescue Plan Funds in Upper Darby

No American Rescue Plan (ARPA) money went missing in Upper Darby, concluded two Marcum LLP CPAs after three separate reviews of township accounts.

The accounting firm was hired by Upper Darby Mayor Barbarann Keffer to complete a forensic investigation of Upper Darby Township’s finances.

The independent accounting firm was hired when accusations were made after a Feb. 2 council meeting when the treasurer implied money might be missing.

Marcum’s Kyle Anne Midkiff, CPA, CFE, CFF, said township treasurer David Haman omitted several general fund accounts when he gave his Feb. 2 report.

The mistake came when he compared the total American Rescue Plan Act fund amount received to only one general fund account, stating “We’re $6 million less than we started with.”

Marcum determined his statement was not accurate. 

The township’s bank balances exceeded the $20.88 million in ARPA funds received at all times, the accountants concluded.

The Marcum investigation involved interviews with eight current and former township employees.

Upper Darby Township Council Vice President Laura Wentz, who also chairs the finance committee, declined the invitation to be interviewed.

Council is conducting its own separate investigation, which is still pending.
