Federal and state funding reimbursements are helping Delaware County create a 2022 proposed budget that has no tax increase, writes Kathleen E. Carey for the Daily Times.

Delaware County Council was recently presented with a $794 million budget proposal, but a lot of the expenses are reimbursed by the state and federal government for services like programming at Fair Acres and the county Human Services Department.

The financial package goals include opening the county Health Department, the county’s retaking of the operations of the George W. Hill Correctional Facility, and investing in clean and green programs.

The proposal includes $500,000 set aside in 2022 for opening a county health department, with a five-year cost of $5 million.

The county’s operating budget is $284.5 million. The capital budget is $50.9 million.

The county expects to receive $270 million in revenue in 2022, with 60% from property taxes and the rest from fees, fines, grants, and other revenue.

The 2022 budget should return to pre-pandemic revenues, with an assist from the $101 million American Rescue Plan funding the county is receiving.
