New Health Department Costs Laid Out in Economic Impact Study

Delaware County’s new health department costs will run between $9 and $10 million a year, writes Kathleen E. Carey for the Daily Times.

So concludes an Aug. 5 IHS Markit economic impact analysis.

The analysis showed first-year health department costs at over $10 million, with costs between $9 and $10 million annually after that.

It’s expected new county taxes will cover 30 percent of the health department costs, with 29 percent coming from federal funding in its earlier years, settling in to 15 percent, said Jim Diffley, IHS Markit senior director of the Industry Services and Consulting Group for Economics.

State funds would range from 18 to 43 percent in the beginning, eventually averaging 36 percent annually.

That all breaks down to $4 or $5 more in taxes a year per county taxpayer, according to Rosemarie Halt, president of the Delaware County Board of Health.

The return on investment on the health department would be $1.52 for every dollar spent, Diffley said.

“The ROI should be thought of as reduced health care costs, increased lifetime earning, decreased special education costs and reduced costs of crime,” he explained.
