Chester Upland School District’s eight public schools will not be taken over by charter school operators for now, writes Kenny Cooper for whyy.org.

The Chester Upland School District is in financial trouble and is in receivership, under threat that it could be dismantled.

As one of the poorest districts in the state, it is is often under-funded.

Three charter school operators submitted proposals to take over the district schools.

Many parents and teachers were upset by the idea of charter organizations running the schools.

Now those proposals have been formally rejected by Juan Baughn, the school district’s court-appointed receiver.

Baughn will make a presentation July 9 to Delaware County Common Pleas Court Judge Barry Dozor.

“But it will be then up to the court to decide whether we stick with my decision, or do something different than that,” Baughn said.

Miguelina Grasty, president of the Chester Upland Education Association, was ecstatic the charter school proposals were rejected.

“I’ve been getting so many texts from the teachers, and they’re happy. Some were crying. This was a big load lifted off of us, because we didn’t know what was going to happen,” Grasty said.
