Charter School Could Take Over Chester Upland District Elementary Schools If Proposal Approved

A proposal has been made to have the Chester Community Charter School run the elementary schools in the Chester Upland School District, writes Alex Rose for the Daily Times.

The proposal is part of a Revised Financial Recovery Plan for the district. Common Pleas Judge Barry Dozor has scheduled a hearing on the plan March 3 and 4.

The Chester Community Charter School already educates more than half of the district’s elementary school children.

It filed a petition in November asking the court to direct the district and Pennsylvania Department of Education to issue requests for charters to educate the remaining elementary school students.

Chester Upland is in “Financial Recovery Status” under the language of Act 141 of 2012. The Act allows the district to convert an existing school to a charter school if doing so would result in financial savings.

Judge Dozer will hear evidence as to why the charter school proposal complies with the language of Act 141.

Opponents argue the proposal could be financially devastating to the district, which already sends a lion’s share of state funding on to charters – about 75 percent of per-pupil funds and more for special education students.
