Delco’s New Voting System Combines Paper Ballots and Electronic Scanning (see video)

A new scanner that uses paper ballots will be at the  Delaware County polls in time for the Pennsylvania April 28, 2020 Primary.

Delaware County Council unanimously voted Oct. 23 to purchase the Hart Verity 2.3.4 Voting System.

According to an online demonstration video, voters fill out a paper ballot and insert it into the device for scanning. The system checks for errors and voters  have  a chance to review their choices before finalizing their vote on the touch screen.

The paper ballot will then be stored in a locked ballot box.

The system offers security to voters, according to a county press release.

The $6,080,832 system will be purchased through the PA COSTARS Cooperative Purchasing Program.

Research began in 2017 on a voting system that would meet federal and state requirements, requiring a paper ballot plain text verification system.

The ballots will be used for pre-election testing and post-election audits and recounts.

The recommendation to purchase the Hart Verity 2.3.4 Voting System was made by the county’s Board of Elections following public input and public demonstrations of five proposed voting systems.

It was certified by the PA Department of State on May 1, 2019.
