Delco School Districts Slated for $31M Increase in Shapiro Budget

Pennsylvania Gov. Josh Shapiro’s 2026-27 budget proposal would deliver almost $31 million more in state education funding for Delaware County school districts, writes Kathleen E. Carey for the Daily Times.

The proposed increase would benefit all local districts, but for Chester-Upland, which has been in receivership since 2012, it represents a crucial step toward recov ery and long-term financial strength.

The potential funds would be separated into three categories, including Basic Education, Special Education, and the Ready to Learn Block Grants.

Under the proposal, Delaware County school districts could see increases in Basic Education funding ranging from 0.4 percent, or $445,017, in the Chester-Upland School District to 1.5 percent, or $201,712, in the Interboro School District.

Special Education funding increases would range from 0.9 percent, or $19,551, for Garnet Valley School District to 5 percent, or $160,380, for Interboro School District.

The Ready to Learn Block Grants, originally established in 2004 to give schools flexible funding for initiatives such as full-day kindergarten, class-size reduction, math and literacy programs, and tutoring, would increase in Delaware County from 13.2 percent for Garnet Valley to 45.2 percent in Southeast Delco.
