
The Foundation for Delaware County has reached an agreement with Prospect Medical Holdings, resolving outstanding real estate and legal matters.
As part of the resolution, the Foundation will cover the cost for former Crozer Health Systems patients to obtain their medical records free of charge. The agreement was presented to Judge Stacey Jernigan for approval during a bankruptcy hearing on Wednesday, August 20, in Dallas.
“We’re pleased to have the opportunity to assist Delaware County residents whose patient record fees may have been a stumbling block for their transition to new health systems with Crozer’s closure,” said Frances M. Sheehan, president of The Foundation for Delaware County.
“Our community is facing significant challenges — and it needs a strong, focused Foundation. This agreement enables us to focus on our mission and serve the families of Delaware County,” Sheehan said.
The Foundation for Delaware County works with many families in the neighborhoods surrounding Crozer hospitals through its maternal health programs, including three WIC clinics, the Nurse-Family Partnership, and Healthy Start home visiting programs.

The Foundation for Delaware County is the largest grantmaking philanthropy in Delaware County.
The Foundation offers support and resources for nonprofits of every size, helps generous people give with more impact, brings together funders, nonprofits, and elected officials to address critical community problems, and responds to major challenges and crises as they arise.
On May 8–9, 2025, the Foundation hosted the second annual Delco Gives—Delaware County’s only online giving day—supporting more than 300 nonprofits.
In addition to Delco Gives and grant funding, the Foundation operates the Center for Nonprofit Excellence to strengthen Delaware County’s nonprofit community through training workshops and peer learning opportunities. The Foundation encourages philanthropy by connecting donors to worthy causes through efficient charitable giving vehicles like donor-advised and scholarship funds.
The Foundation also operates the Housing Opportunities Program for Equity (HOPE), El Centro (a Hispanic resource center), and a health resource center for students in the Chester Upland School District. Together, these programs and more collectively serve 8,000 + moms, dads, babies, and families each year.
