‘Historic’ $40 Million Project to Modernize Concord & Thornbury’s George W. Hill Facility

The Philadelphia Building Trades Council has pledged $40 million towards extensive work at the George W. Hill Facility.

The Philadelphia Building Trades Council has inked a Project Labor Agreement with the Delaware County Council, pledging $40 million towards extensive work at the George W. Hill Correctional Facility, located in Concord and Thornbury, writes Kathleen E. Carey for The Delco Times.  

The Philadelphia Building Trades Council, representing over 50,000 tradesmen, has committed to executing the work over a span of three years.  

The focus of the project will be to enhance the facility’s security system, while also addressing heating, ventilation, air conditioning, roofing, and potentially refurbishing the kitchen, showers, and floors. 

The prison was previously operated by GEO Group Inc., and has witnessed a backlog of requests. 

Delaware County, which took control in April 2020, must ensure that the facility is brought up to modern standards of safety and security.

This initiative could potentially serve as a blueprint for other work across the county, including the courthouse and the medical examiner’s office.
